iband7: IBP banding data entry system

To prepare for execution of the various data compilers, it is necessary first to convert the authority files to flat-file format. In this format, each field is filled to its maximum length.

To run the script, use a command of this form:

dbflatten filename.dbf

A flattened version of the given file is written to the standard output stream.

For example, here are some lines of the output produced when dbflatten is run on Shipstat.dbf:
